OSEP’s December 2025 monitoring report identified 15 numbered findings of noncompliance. The public deserves to know what LDH has done to correct those findings and how the proposed restructuring addresses each problem.
Before the restructuring moves forward, please require LDH to provide:
• The complete policy changes, restructuring proposal, and referenced attachments.
• Records showing what public notice, hearings, comment opportunities, and approvals were required and completed.
• Its response to the OSEP findings and evidence supporting the proposed changes.
• A funded regional staffing and transition plan that protects pending referrals, appointments, records, and services.
• An explanation of how families will receive evaluations, assessments, and their initial service-plan meeting within the generally required 45-day timeline, subject to applicable exceptions.
Please support a public oversight hearing where LDH must explain these decisions and families, providers, advocates, and employees can be heard.
